The Outstanding Former Regular Enlisted Cadet graduating with the highest class Honors Award. This award was established in 1978 in memory of Master Sergeant James D. Horner, who was assigned to the Academy as a non-commissioned officer in charge of the Liaison Officer program. An Eagle Statue is presented.
